OUR HISTORY

Washington Capital Partners was established as a private venture capital firm in 1998 by Tidal 'Ty' McCoy, former Acting Secretary of the United States Air Force. His goal was to help talented entrepreneurs in the Washington D.C. region build world-class information technology companies by navigating the opportunities at the confluence of government IT policy and commercial IT developments. A critical component in this effort was to raise capital from and utilize the extensive network Ty had built over the course of a thirty year career in the military, government, and aerospace & defense industry. This network includes senior U.S. Government and Fortune 500 executives, several former Army and Air Force Generals, former Congressman and numerous successful entrepreneurs. This invested member network helps source, evaluate, and nurture portfolio companies while providing unmatched support in the post investment environment.

In 2001, Ty partnered with Joseph J. Boivin, Jr., a successful entrepreneur, defense analyst and former engineer with Northrop Grumman. Together they founded Technology Fund I, LP and numerous single-company investment vehicles. With close to $10 million of high-net worth assets under management, Messrs. McCoy and Boivin have invested in close to 20 companies encompassing e-commerce, IT services (software) and communications technologies.

In 2003, Washington Capital Partners recognized the need for an early-stage venture capital effort focusing exclusively on Homeland Security technologies. The events of September 11th, 2001 caused a paradigm shift in the way these technologies will be developed, procured, and commercialized. WCP shares this view with other respected venture funds that are focusing their Homeland Security efforts in the later and expansion stages of the investment cycle. Our efforts will focus largely on early stage opportunities. With the addition of Messrs. Christopher J. Meyers and Kieran M. Doran, WCP has embarked on the raise of its first institutional fund, Homeland Security Investors I, LP.
